The pilot episode literally episode 1 of venture bros. has Doc showcasing a death ray that could be scaled up to city destroying. He would blow all the money immediately and wait until the last week to even start building it, making weapons is one of the few things he's shown to actually be competent at in regards to super science.
He's better at inventing weapons accidentally, like his oo-ray and the fly serum. If you want real travesties out of him, aim him off-target and let him miss, hire him to make vaccines for aliens and he'll find a way to delete one of their chromosomes.

Yes, but only by accident. For instance, Doc tries to make some kind of laser which doesn't work at all, but by coincidence the sweatshop workers that he got to make the laser parts contracted a deadly virus from the hazardous components which ends up infecting and killing all the Viltrumites.Go Team Venture.
