Minh isn't Zack's biological daughter
She's clearly based on the same daughter Trini had in Once and Always, and that girl was not half Black.
Zack was her legal guardian after Trini died because I guess no one else wanted to do it?

Also in the rest of this issue Zack is just as surprised as everyone else that Trini has a daughter and brought her to the Command Center
And Zack asks if Trini has anyone she can leave Minh with while they go Rangering, if they were sharing custody then he would know

Trini is the only one concerned when they have to send Minh off with an Alpha robot without knowing where it would take her
