Because the colour scheming has to be complementary. Think about what kind of impression a bald character wearing dark colours has on the viewer. There would be a starker contrast, and that often isn't something that you want for the impression of your character.Think about bald *villain* characters in particular. Do they come with a lighter colour scheme?

Kingpin is a particularly interesting design though because of how comical but severe he has to be drawn. Big fat guy with a double chin but he's an actual threat.Anyway, the point is that with a character like that when it comes to colour schemes you're carefully crafting his backgrounds and lighting to make sure there are the proper contrasts. Look at any random Kingpin page. I bet you shadow is doing a lot of work on that page.

>>154141886This actually helps explain OP's question. Yellow makes characters stand out more easily, and designing them as bald saves time and money on having to animate hair. It's a similar reasoning to why so many cartoon characters have four fingers. That way you're left with a character who can be instantly memorable/iconic without the need for added accessories like hats/hairstyles for the animators to fret over.
