While Watchmen is an ensemble piece and all the characters reflect a part of the wider story, I think that there is a clear protagonist, and that's Adrian.
The main character, and the one really driving the plot forward, is Rorsharch. Flawed as he is, he's still the protagonist in that we largely see the story through his eyes, and whatever you have to say about him, he's possessed of a basic morality betond that of the other "heroes" who are largely indifferent to the events of the story until he pulls them in. Adrian is the hero in that he potentially prevented WW3, but he's also told explicitly that his peace won't last, and implicitly, that he probably didn't even need to do what he did

But you can say that with every issue/chapter you get a different protag. Thats why the French covers have one of the heroes shown, because you get a shift in narrator.

It is the protagonist that performs the actions that determine the flow of events of the story. Without the protagonist, the events of the story never culminate to a climax. In this case, Adrian is the definitive protagonist. His goal is to unite the world, so he kills the comedian, creates the monster, turns the world against Dr. Manhattan, later kills him, unleashes his monster, and unites the world. Meanwhile, Rorschach does nothing but follow along. Rorschach doesn't do anything besides find out what has already happened. Sure, he influences Night Owl, but only to follow him as he follows bread crumbs. His actions barely influence the plot. Sure, most detective stories are largely like this. Except the antagonist always pushes back when the detective starts getting too close. None of this happens here, ever. He is almost entirely irrelevant, and the events would still occur as they did without him.
