How come Cartoon Network always had shit luck at having a preschool block, yet Nickelodeon and Disney Channel had very successful preschool lineups?

Kids want to be like their big brothers, so just make shows for them. The kids won't get it, but they'll watch anyway.
Making a preschool show is like fishing for remoras. Just fish for regular fish, the remoras will come attached to them.

Arguably Nick had the crudest humor of them all if R&S and Rocko are anything to go by. In Rocko, they quite literally frequent a restaurant called "Chokey's Chicken." (It later got renamed to "Chewey's", but you get the point.)

CN defined itself as the "alt" channel, featuring more creator freedom and experimental animation at the cost of having the lowest budget of the big three.
That is not an environment conducive to preschool shows so old HB cartoons filled that role.
Then when they tried to pivot the channel they decided instead of be the "rock" to Nick "pop" live action content instead, then the next pivot after that was one back towards the core core 7-12 demographic, and after when they did get around to earnestly trying to make pre-k shows it was to little to late as the channel had already lost its momentum fully.

Yes, Nick’s brand was “for kids, not parents”, so they made kid-friendly edge and gross-out shows. On the live action side that soon became their bread and butter, their kid and teen versions of daytime and late night tv, the slime thing, are the same idea. CN’s brand was about the cartoons, so they could capitalize on both nostalgic and boundary pushing programming for all ages.
