They already had to add a lot of extra stuff to make it work in Piltover and Zaun, even when the setting was perfect (Vi and Jinx were hinted to be sisters, she was an Enforcer and Jinx a terrorist, etc). It will be really hard to write a deeply personal conflict for Noxus characters. Best guess if they do, they'll insert some political backstory about how the events of Noxus were tragic to main cast in some way.
