The problem is 11 total effective Batmen essentially crash all trust in the police force or governments ability to keep Gotham safe and kickstarts a rise "just" lawlessness. The people of Gotham subconciously and collectively come to the conclusion that cops are a waste of time and vigilantism is the answer and nearly every able bodied person steps up and tries to stop crimes on their own. And this is what the Batmen have to address. Them being a bad influence or throwing the balance between Law& Order and absolute justice out of line.

He stops the villains by being the smart analytical genius that does detective and CSI work, then goes back to his lab in the Bat cave to whip up an antidote to whatever poison Sarecrow or Joker spread around this week. He generally needs the help of his garage of flying and underwater vehicles to accomplish it too. He's not Iron Fist and spends his nights beating up on gang members. If anyone else in Gotham wants to be helpful then they need to be more like Ted Kord, and start by being rich so they can fund their themed hovercrafts.
