What makes the second one work for me is that it could've just been a normal scene where Mandy asks Grim where Billy is and that's it, but instead, it became completely awkward when Billy's dad interrupted to casually tell them that he's going to pick his nose, which actually distracted them in the middle of their conversation. Their expression at the end adds the awkwardness of the joke. It could've just been a mindless gross-out gag that other cartoons would do egregiously, but I think the slow pacing, the awkward tone, the reaction, the vocal delivery, and also some shots, especially the low-angle shot of Billy's dad, really help make the joke work and give it substance.
Billy and Mandy was a juvenile show for little boys that is just occasionally kind of weird and outrageous but if you ask manchildren on the internet, they'd have you believing it was a borderline Adult Swim cartoon
