Because it represented how Disney could take away the Toy Story characters at any time and do whatever they wanted with them and it was also too jokey for how he imagined the Buzz Lightyear source material in his head.
Because he invented the character and obviously had his own ideas and opinions what the Buzz Lightyear world should be like.

DTVA made it without Pixar's help and it ended up being kino, which probably made some people at Pixar a little buttblasted. This was before Cars 2 dropped and they were still high on their own farts.
