Not really. Writers can futz around with the numbers a lot, but consistently the only thing that the Hulk should significantly outclass Spider-Man in is in raw strength, and even that can be pushed. Leaves the rest of the room to do the whole "but Peter has far more agility, technique, webs, spider-sense, etc. etc." shtick. Considering, again, it's a dense jungle, he's easily one of the heaviest hitters that's best suited for the environment and keeping a lower profile.

Unless you're a doodoo power scaler and have an obsessive list of mismatched feats to go over that may or may not even apply to this book, rather than general writing conventions and limits for the characters. If so please declare as such

He's well suited for not getting killed and can pull a clever solution out, but "beater" definitely isn't the correct term for him. Will probably be a lot of dodging punches, getting blown back by claps, Hulk ripping through his webbing, and so on until he figures out what Hulk's deal is and either they team up or Hulk turns back to Banner.

Spider-Man can't do jack to the Hulk physically. Agility, technique, webs, spider-sense, it means nothing against a guy who is both significantly stronger and significantly more durable than he is. Best he can do is talk him down.

Nah, based on the pitch of the book, I wouldn't expect a team-up or neutrality, unless the variants for next issue give it away. In any case, I'd say that the fact that they're making a point to show that it's a Hulk with reasoning only raises flags towards the hackneyed old "gets enraged anyways and baited into a stumble and pin," and given that it's Hackman and Spider-Man's in the title role, it'll probably work out for him before getting interrupted by a spray of Frank bullets that gets them all to scatter.

Well that's not the whole point.

Nah, Spider-Man has the chops to knock out the Hulk. His character has historically been pushed to that range of being a tier below in strength but then has all the other characteristics that can make up for it. It's been shuffled around a lot because decades of writing, but it's within the realm that, if a writer wants to write it that way, it's fair for them to do so.

Not to mention stuff like being able to casually flick over train cars, rip down entire buildings with just webs, and other shit. Guy is an immensely strong precog with a genius intellect. One could argue he has the toolset to take on the Hulk.

Some things like ripping down buildings is post-OMD, and more importantly: this isn't 616. If a writer wants to write Peter as being this strong, he's not beholden to the latest hack retcons, and they have plenty of justification to do so. It's an established level of combat ability.

that was so early in the MU that there have not even been any other people of that power level when that that statement was made. 3 Annuals later they remade it with Namor and Hercules added, and removed the "only these guys are stronger" entirely, just leaving a general claim that there are stronger people (who at this point there have already been dozens of)
