1, that's pretty normal for a Pixar movie. 200+ has been the norm for literally over a decade now.
2, if the other Disney productions we've gotten to see the 'Real' numbers for are any indication, it's probably wayyyyy fucking higher.

Just to give a 1-1 example, you know what else was reported as a budget of 250 million? Rise of Skywalker. You know how much it actually was? 470 million AFTER a shitload of rebates and kickbacks that took it down from 520 million. They lied about the budget, straight up. No ifs ands or buts, and if they didn't want those UK tax breaks that forced them to file the real numbers we'd never know. They'd keep getting away with claiming Captain America 1 cost 135 million instead of 207, that The Marvels didn't cost 300 million, that Age of Ultron was north of 400 million and so on. Do not take reported budgets as real ones, because never once has the final budget been lower than the reported one, and every time we see the real one it's ALWAYS way fucking bigger.

Don't fall for it.

Honestly? It's probably just outright bitterness. We've kind of forgotten that the people working on this are nepotistic idiots who regularly think they know better than everyone even though they constantly fail at it. We can't even blame one single person, I'm betting multiple writers and C-Suite execs are pissy that their artful "Personal" stories were all major flops that actively made people give up on the once unstoppable Pixar brand, turning it from surefire hits every time to people not even bothering to watch trailers of whatever next is going to underperform at the box office. It's got to sting knowing they HAVE to rush back to the Lassater days they thought they'd left behind with new stories and cling to it in order to float after almost drowning. Time is not being kind to their work while vindicating Lassater really was the one who could bring the success and cultural power they desperately want.

Maybe it's not even intentional, they're just trying to make another older white male hero look worse just because they think their new characters can't stand on their own in their shadow, or maybe they're just mad they need that character to actually get some results. Regardless, they're humans, they're sad that their years of work won't be recognized as much as they wanted it to be despite having every advantage. It is what it is.

Hollywood as a whole. In the link up there they talk about Jurassic World Dominion being 436 million actual despite being touted as 200 million. Pretty much the only ones who seem to be on the up and up are low budget stuff, Markipliers movie was accurate at 3 million, Paranormal Activity even added in some reshoots and editing being honest on their 200k budget, and so on. I have yet to see a single budget reveal that was even close to the same once tax stuff is revealed, let alone lower. Whatever budget they say, they’re probably lying.

3 reasons.

1, CGI made fast is always super fucking expensive, straight up. You can make really good looking CGI for cheaper, but it takes way longer to do. Or you can make it look good and fast, but that exponentially balloons the cost because you're hiring 6 people to do just a piece of it rather than a well paid but modestly paced individual who can do even better but he will take 10 times as long because how time works. If you want a CGI change to look good in under 3 months, especially something new, you need to dump an assload of money into it to make it happen. This is why Rise of Skywalker ballooned out of control, which leads to point 2.

2, Reshoots. Reshoots are the absolute bane of a budget, because it involves contract negotiations, always with higher pay, bringing people back, and usually CGI greenscreen because the sets are gone or you can't get that same location again, which means yay, more CGI costs you need to add FAST. Reshoots according to audience reactions can double costs easily, every time they come back and redo stuff it's always way way more than if they'd gotten it right the first time. But they're trying to appeal to everyone, so when audiences hate, say, the ending to a movie like I Am Legend, they've got to blow up some costs to make it happen.

And finally
3, actors get a fuckload more money for sequels. There's a reason they really hoped they could change Buzz's voice in the movie and not have people negatively react, those actors get to demand a lot when they know they're valuable, and Tim and Tom are sitting pretty after that flop. "Pay us fuckloads or no easy mode payday for you" is a pretty strong bargaining chip and why Robert Downey Jr can Scrooge Mcduck in Doomsday funds.

This is why Iron Lung and Backrooms have plenty of practical effects and their CGI look good. They knew what they wanted at the start and kept it.

The entire franchise should have failed. The story is about how toys are important to humanity and this franchise started when gaming was destroying toys. For crying out loud in-universe gaming already existed since the first movie with arcade gaming being shown at that restaurant. And Toy Story 2 reveals that Andy had a Super Nintendo which wasn't that long after the first movie given the dog Andy got in the first movie's finale is still a puppy. Anyway this franchise loves to pretend that toys are these important things to humans but we all know better.

And its insulting that no matter how many years go on in the timeline of Toy Story toys are still presented as important to humanity. Its BULLSHIT even for fiction. By the time Toy Story 3 took place toys would be fully replaced by video games. And yet the franchise continues annoyingly pretending that toys matter using a lot of shitty writing. This franchise is trash.

The only thing that made Toy Story successful is the revolutionary CG animation itself. Without that Toy Story would have failed since the first movie.

You forgot #4 - Producer Bloat

In the 80s and 90s, films generally had *a* producer, maybe two or three if it was some huge big budget tentpole blockbuster. Today, most productions tend to have a dozen or so credited producers, executive producers, co-producers, associate producers, etc., each of whom is getting paid a couple million dollars. That soon adds up. The Minecraft Movie, for example, had 18 total producers at various levels.

Because everything has to be ultra-polished 8K Super HD and filmed for IMAX and thus there can be absolutely no room for shortcuts or visual trickery. The original Toy Story was made for 30 million because it got to be 480p and came out in a world where the economy was good.

Before Chicken Little (the first animated DCP movie and also the first modern 3D movie), animated films were generally always in celluloid film (including every Pixar movie up to The Incredibles). Plus all Pixar movies up to Cars were made for 8-channel SDDS. Nowadays, movies are 4K DCP with seven premium formats ((RealD) 3D, D-BOX, PLF/Infinity Vision, Dolby Cinema, IMAX, 4DX and ScreenX, with both Zootopia 2 and TS5 available in all seven and Hoppers too sans ScreenX).

It's not fraud only because the actual studio isn't giving the numbers, you'll notice it's always 'people close to the production' when it's listed in an article or 'similar movies cost' when in an interview or something of that measure. The actual members of a studio are not allowed to comment on budgets unless its factual since to do otherwise would be deception to shareholders. Hence why everything is listed at about 200-250 million for a tentpole, but then tax records always reveal it's way higher than that.

They're not defrauding anyone, they're just not correcting that information that makes them look like they spent less to finish a production. To clarify the only thing they gain out of this is people don't know they had to throw a fuckton more money at it than they thought just to get it over the finish line and not looking like a Thor Love and Thunder level joke. Poor planning results in them "Fixing it in post" which results in them reshooting and redoing and throwing more money at CGI that costs a lot to do fast while bringing back actors who cost a lot to come back for another round of shooting. That's all.
