There were a lot of retcons from 1986 to 2011, don't pay attention to secondaries who insist that post-crisis cleared up continuity because it didn't. There were always people changing things because they didn't like them or changing their minds, as Denny O'Neil did on more than one occasion, or just being unable to keep track of it all.

The answer for a lot of this is Zero Hour. That was where a lot of wiggle room was given for any changes from Post-Crisis and while it wasn't as clearly delineated, especially for retcons that happened after it, that was the go-to reasoning.Then there's the simple fact that Loeb played hard and fast with continuity, lingering on certain changes(like Barbara being Jim Gordon's niece) but then changing things as he saw fit.

It's just some dumb shit weebs say that thinks make them sound smart and poignant. It just so happens that all three books show similar scenes with Zucco, Loeb was just following the changes O'Neil had already made to the origin with Zucco dying immediately. At the beginning of Year One, Two-Face has only heard rumors of a Robin and hadn't even met him yet, so Dixon wasn't writing with Dark Victory completely in mind.
