It’s an investment to keep any would-be talents that come out of your country in your country via subsidies and offering to foot the bill. Naturally you’ll get duds, but all you need is one glitch productions for it all to be worth itIt’s not just an AUS thing either, basically every country that isn’t the US has some sort of creative fund for film/animation so LA/Hollywood doesn’t just poach all the talent. Hell, even within the states, places like Georgia will pay you to not go to California for filming
