And they were pretty pointless additions in my opinion. Scott is just really one-note on more or less the level of Pip from the early seasons though not quite as annoying as Pip and then PC Principal I just genuinely find really annoying and irritating. Principal Victoria wasn't amazing or anything but it was nice to have her around just for the sake of having a straight (wo)man staff at the school to balance out the more crazy characters like Mr. Garrison (especially) and Mr. Mackey. PC Principal being about just as crazy as Garrison and Mackey ruins the whole flow of things. Almost like if a new crazy kid suddenly replaced the straight man Stan as part of the main 4 kids.

The only episodes in which he really breaks out of this is the dodgeball episode and his very own episode in which he is more assertive than usual. The former is a really good episode actually but the latter doesn't feel canon since it doesn't take place in South Park at all. Overall though he was just sort of an early version of Butters. Sort of a Pip walked so Butters could run sort of thing. He barely even appeared overall. He was only relevant at all in like the first 4 seasons and then after that (I think because his very own episode did so poorly with viewers) he pretty much became a background and then was killed in a banned episode.
