It would just mean you value your own freedom and selfserving aims over anyone elses.So you could be willing to kill someone to satisfy your goals and be unwilling to fall in line with any top down organization, but not necessarily only be driven by doing random acts of violence.
I think the Troublesome trucks are just chaotic neutral, they do their job, they just be a pain in the ass while they do it.
