Alright, a bit of headcanony bullshit here, but I think there is a way to square these two versions from an in-universe perspective. I think the easiest way to see these two different versions of Buzz Lightyear from within the Toy Story universe itself is that the Buzz Lightyear franchise is simply much older than what we we were lead to believe.Let's say there was a Buzz Lightyear comic book that started in like the 60's or something and had a constantly evolving lore and cast of characters and the movie, while show are simply two different adaptations made after several decades focusing on different aspect of the lore and prioritise different characters, while also having their own twists and turns.So let's say for example that the Buzz Lightyear comic started out with Buzz being a time traveller and Zurg having an ambiguous relation to the other characters, with a mostly human cast of characters. Then over the years, the series added various aliens and expanded the Star Command, making the whole thing a bit more wild. Then the movie came along and focused on the early stuff while adding some ideas of its own like Zurg being an evil Buzz, then the show came along and focused on the later lore with the various aliens and also making fun of the idea that Zurg had a deeper connection to Buzz.Does that make sense?

The Lightyear director already gave his spin on it. His movie was the first of a gritty trilogy made in the 80s. A decade later the Pizza Planet restaurant chain funded a lighter, more cartoony reboot (hence the inclusion of the LGM) which included a TV show. The toys in the first TS movie are based on that cartoon.
