Well whaddaya know, this is turning out to be a good episode after all! Timmy didn't use a magical lobotomy to change Vicky's personality, so that's a point in this episode's favor. (Timmy saved Vicky from being flattened by a steamroller, which is why Vicky has a strong attachment in this episode.)

My guess is that after Danny Phantom, Butch Hartman decided to let loose and do more cartoony stuff, like T.U.F.F. Puppy and Bunsen Is a Beast, and with The Fairly OddParents that came back before these two shows ever came out, it gotten much wackier from both the story and especially the visual, pushing the boundaries of making his art style, that's been mostly restrictive and on-model from its neo-UPA style, much more looser and off-model. I also think the show must've had more budget and time for all this, along for the shading and stronger art direction.
