If you remember back in 1 and 2, Andy's agency barely mattered, he was on the surface nothing more than a dumbass kid playing with toys and being largely absent for most of it. Andy wasn't really a character as much as he was a metaphor for the meaning of life and/or the sense of self-worth or some symbolic bullshit like that. I think if you try to make the owner of the toys more than just a symbol for something like that, you miss the point of the franchise.
