The X-Men were originally supposed to represent the future, the generation coming after Lee and Kirby, who could either make the future better or worse. That’s why they were teenagers at the start. Most of the minority allegory stuff came later, although there were a few cases like the Sentinels; that was also about the current generation fearing the next but it could be seen as the precursor to the Claremont stuff.

Black Panther was one of a number of characters Jack Kirby came up with over a single weekend in 1965 for potential new titles, along with Black Bolt, Wyatt Wingfoot and the Inhumans. After the plans for new titles fell apart, all of those characters got worked into the next year of Fantastic Four instead, with Black Panther showing up in 1966, but had existed as a concept a year prior to the Black Panther Party.

The fact that he's an African king might help clue you into this not being a civil rights movement story.

It's one of those things that only ever worked as additional seasoning on top of a superhero comic, and didn't work at all if you stopped and thought about it. In the franchise's commercial peak in the 80s and 90s it was still primarily being a superhero comic, but in the 2000s the narrative flipped to make the metaphor dominant, it hasn't worked, and coincided with everything being awful, evil garbage ever since.

Lee/Kirby X-Men is very heavily derivative of pulp science fiction about the idea of a race of super-beings emerging, and whether they'd be friend or foe to humanity. People like to cherry pick a few small moments to pretend it's always been about muh metaphor, and by the 80s or 90s Stan himself was playing along and pretending that's what he was doing.
