The X-Men were originally supposed to represent the future, the generation coming after Lee and Kirby, who could either make the future better or worse. That’s why they were teenagers at the start. Most of the minority allegory stuff came later, although there were a few cases like the Sentinels; that was also about the current generation fearing the next but it could be seen as the precursor to the Claremont stuff.

After the plans for new titles fell apart, all of those characters got worked into the next year of Fantastic Four instead, with Black Panther showing up in 1966, but had existed as a concept a year prior to the Black Panther Party.The fact that he's an African king might help clue you into this not being a civil rights movement story.
