Half of the appeal of the book was capturing the vibes of the Dubya administration. Something that cannot be replicated today. Also the type of liberalism that Captain incarcerated in the books is basically outdated and non existent. So for a new reader, they probably would only like it for the sparse fights on the book.

The comic sort of tries to make both Rogers and Stark have a point, even though it clearly skewes in favour of Rogers, that it ends up making a caricature of both's good points.
And its really funny that we already have analogous cases to this shit in real life, lawyers and medical doctors run semi autonomous self regulating organizations whose main governmental bodies are beholden to the govenment. Why dont superheros just form a guild so that superheroes who want to work as superheroes have to get a license from said guild and the governmental body of said guild is beholden to the US government? That way rank and file superheroes dont have to dox themselves, their identities are protected by bureaucratic structure, and there is some structure to superhero activities and its not just a free for all.

Happened before Civil War 2... but that was basically AXIS. Tony gets Inverted, and then erased from reality by the final Incursion.

The sad thing is that they did stuff like that in the comics already. The Avengers have a government liaison who regularly reports what they do to Uncle Sam and keeps track of their membership in exchange for otherwise letting the Avengers operate on US soil. And SHIELD used to be the international spy equivalent of a guild since they were UN chartered, and it only cratered into another branch of Homeland security when they booted Nick Fury after his invasion of Latveria went tits up and he was replaced with Maria Hill who was intentionally picked for being too patriotic the US to question an overreaching act like the SRA. Civil War was basically hinging its entire plot line that the comics already took steps to answer , but had to be ignored for the sake of the comic plot.

I don’t remember much, but what I do remember is that it has its moments, that overall it was okay to good, and that Tony was right. Also, the concept of Speedball becoming Penance was pretty cool. Not a big marvel fan since most of their writing is utter garbage, but sometimes they do be hitting the spot.

I get the criticism of it but it was the event that got me into Supehero comics. I had a friend in High School who was a die hard fan and the way he talked about the events as it happened got me interested to check it out.

I had no prior experience with the original comics, only film, television and game adaptations, so I was not aware of the character assassination going on in there with Tony Stark and Speedball. Heck, I unironically loved the whole Speedball to Penance arc. Thought that was the coolest thing "woah, the inside of the suit is filled with spikes, the same amount as the amount of victims in the Stanford explosion! That's how his powers now work, from pain! That's brutal!"

So while I'm in agreement with the critics now after having read more of the old stuff, I can't help but have fond memories of Civil War.
