Joker in BTAS was basically a zany gangster with a motiff, sure he was crazy and all but he wasnt so crazy that he didnt care about his wellbeing or didnt have normal human reactions to stuff. There is obviously a bit of a spectrum here between tending towards the more insane genius or the 20s gangster. and clearly modern depictions of Joker have perhaps stretched the character too far into the crazy part. But this is just an evolution that mirror's Batman's evolution. Batman and Joker are only supposed to be a cut above gangsters and policemen. Modern Batman has been integrated into the JL to such an extent that he has been turned into a nearly all powerful surveillance force over the whole world who can do more than literal governments. So, in response Joker has been turned into the literal embodiment of chaos to keep up.
