I'm guessing this is anarchy as it's based on the older look for the mask/colors. Could be something new. This is also the only antagonist not confirmed shown off in the trailer(?)the biggest problem is so far nothing they made for the series as an iconic edge to it for rewatching/retrospection.

He's usually depicted more as a trickster. who likes pulling off massive pranks, causing trouble and leaving hints for Batman. Everything about it is just cheap and flat. I don't dislike Hamish Linklater but even his Batman comes across as flat and tryhard.It doesn't look awful but I miss the backgrounds of BTAS in particular. The car sequences in particular look rough here.
