She probably gets about the same amount overall as Pomni. It's a lack of spotlight. When Ragatha develops it often seems abrupt, and this is because she's so rarely the main focus of anything. This gets into the common complaint about Ragatha being presented as one of the three main characters. If Ragatha had been planned and presented as a less important character from the start it wouldn't be a problem (at least from a writing perspective—Ragathugs may still be unsatisfied), but what we got is a combination of unmet expectations and development that comes out of nowhere.
