Here's the thing: they have been on the brink of transitioning to being a college story since before Trump announced he was running for office. If the character's age was the problem, a relatively short timeskip is all that would be needed to firmly shift them out of the 'problematic' highschool range and put them unambiguously into a young adult setting where sexy times are not even remotely taboo.

Trans people have legit gender dysphoria, where they genuinely think that they are supposed to be the opposite sex. Whether you blame it on some biological switch thats misaligned or a psychological trauma of some kind, that core belief is what defines the dysphoria. Being stuck in their current body makes them miserable in a way that's basically inescapable for them.

People with autism generally end up feeling isolated from people around them because if their differences, which prior to diagnosis you don't even have an explanation for. You know that there is some kind of wall between yourself and other people, some missing piece to the puzzle, but you dont know what it is. As a result, autistic people very commonly have depression, anxiety, or some kind of body dysmorphia as their brain tries to rationalize the REASON for their isolation.
Autogynophilia, aka the attraction to the idea of yourself transformed into a woman, is one of the ways that this can express itself. Basically, the autist rationalizes that if they were a girl then people would like them more, that femininity is some kind of salve for their problems. Pretty girls get all the attention, making friends is so EASY for them, etc. It doesn't have to actually make sense beyond on an emotional level.
Dan's genderfluid shit is more in line with this second category than the former, because Dan doesn't seem to actually have gender dysphoria. He flips back and forth on his gender identity based on the preference of the day/situation, which wouldn't happen if he was legit just trans. The fantasy of being a woman is still appealing to him, but on some level he recognizes that it is just a fantasy. As opposed to someone who has actual gender dysphoria, where it would be deeply painful to ever be confronted with that reality.
