I believe this thing got picked up for an Australian TV channel, he wrestled with them for a bit, parted away from them, started working on it as an online series, and what those several years have resulted in is just a small handful of short skits, with some three 7 to 9 minute long episodes.
Looks like this trailer is something for a bigger episode, but even getting to this point has taken him close to a year or two.
Not saying that animation is easy, especially if you are doing with a small team, but all that effort (even with the previous backing of a TV channel?) has taken a fair while to materialize. The guy must be really devoted to this concept of some guys running a rundown bowling alley.
