In most cases that works, an empire breaks down into factions and the resultant in-fighting leaves the remaining elements of the organization floundering.But this is comic books, and for every Kingpin there's a Silvermane or Tombstone to pick up the pieces and immediately become a major threat because fucking comic books man.
>>154467026If justice can't keep a lid on it then it needs to be reformed, and that's the responsibility for the justice system not the vigilantes who are stepping in only because the system is proving itself incapable of dealing with the Kingpins and Tombstones etc.Granted this is comic books so there is always something else, but if the heroes hang up their capes in despair then it's just an instant dystopia.
