The mentality is that if you cut the head off the snake, the body dies. In most cases that works, an empire breaks down into factions and the resultant in-fighting leaves the remaining elements of the organization floundering.But this is comic books, and for every Kingpin there's a Silvermane or Tombstone to pick up the pieces and immediately become a major threat because fucking comic books man.
