Waid has never written a single comic I like. I have no idea why he is hailed as some sort of major talent.

He didn't. In the afterword of the Underworld Unleashed trade he acknowledged that most of DC's golden and silver age villains had a reputation for being lame and outdated, but said that reading his old silver age comics for research gave him more appreciation for these cornballs and resulted in him changing his plans of having the event turn all those villains into ultra edgy serial killers and mass murderers. He sent them to Hell for a bit to make them surlier, but brought them back more or less the same.

That's how we got situations like the Prankster being a cold blooded killer in his first appearance but everyone thinks he's just a silly goofball inconveniencing Superman for the 200th time.
