We want to turn Norman Osborne, the most evil human in Marvel good. How do we do that? Does he do some self reflection on all the horrible things he's done. Do some soul searching. Reach an epiphany in his life that makes him realize all the terrible things he's done? No, some literal who F list villain with a magic gun that turns evil people good shoots him.

We are taking about someone who has no regrets about his evil actions, but actually sees Gwen as one of the highlights of his life. He cased Standford 2.0 just so he could have a cover for trying to do an Iraq war with Asgard. There isn't a natural way to redeem him. There is no tiny bit of good in his character.
