Doom was a self-loathing toon. He demanded order, and sought to rid the world of toons in the most corporate mundane way possible. Just miles and miles of flat grey concrete is the perfect fuck you to Toons everywhere. And a highway DOES bring money, he was ahead of the curve. Easy travel means one stop locations.

To answer OPs question, he'd probably hate Rule 34 as much as regular toons. Probably call it the dying breath of a dying age
