It's because contemporary Pixar is staffed by a bunch of art school graduates who are maintaining contradictory art philosophies:

>hyper photorealism (more detail = better)
>implementing the "Calarts" beanmouth style to save on time and money
>wanting to emulate Studio Ghibli even though most art schools lack dedicated constructive and life drawing programs (which is what Japan has in spades)
>focusing on exaggerated 2D caricatures during the development process but not checking if they make for visually appealing and toyetic designs

Lightyear has the same problem. Buzz's Toy design makes sense with exaggerated features but Buzz as a normal human should not be that detailed AND still have exaggerated features.
