In the world of Zootopia, where every animal is sentient and civilized the closest thing to the thrill of seeing a dangerous predator up close would be seeing a dangerous convict.up close.
Imagine a deadly criminal being stripped bare and forced to be watched in that state by hundreds of visitors wearing zoo merch and sipping big gulp
it would only up their bloodlust making the vist much more thrilling

Some convicts that are able to overcome their shame would do that. Especially the ones with life sentences

This could also motivate Zootopia Police Department to put an end to crime in the city. Police officers could use crime lords' past clothing as trophies. Photos of disrobed criminals looking devastated in the zoo enclosures could be used to decorate police stations in Zootopia etc.
