We all know the justice system doesn't work in Gotham in regard to the supervillains, but what about regular basic bitch criminals, thugs and gangsters? Do THEY stay in prison for their full sentence?

>>154616785Considering that unprecedent mass murderers are never ever executed in Gotham, I can't imagine they do a good job of keeping regular everyday criminals under wraps. The prison system of whatever state Gotham is supposed to be in is probably even more of a revolving door than the American prison system is in real life.
Supervillains are SUPERvillains, of course they're going to be a lot more evil than the average criminal.Before the 70's or so there was a running idea in Batman comics that criminals could reform, something Batman pushed for. This isn't totally absent in modern comics,sometimes in a good way(the secretary for Batman inc being someone Batman gave a job to) sometimes bad(Ivy basically being considered a hero despite her kill count, but in general became less focused on as villains became more visious and deadlier, and readers are far more likely to pay to read about the Joker poisoning civilians again than a mixed up stick-up man getting a 5-10 year stint but reforming at the end and getting a steady job because he loves his family and wants to do better. Not for $5 a comic at least.
