Yeah, this is actually fairly common. Localization companies buy up the rights to a bunch of shows, but they only have a handful of redub voice actors they have contracts with so they pretty much just use them everywhere.

There were many years where every anime dubbed into english to show on american television had like the same 12 people voicing half the characters, and everyone who wasn't one of those 12 was some literal rando who came in off the street, worked on one show, and was never seen again.

Even today you see this on Netflix shows dubbed into english, the same (not very good) voices are on every show. And usually reading their lines petty flatly, because they have a lot of shit to get through for all of the shows they are redubbing so there just isn't time to devote care to the voice performances as long as you say the line clearly.

Sometimes revisiting shows is so tiring because every single side character will be Tom Kenny thinking he has better vocal range than he actually does.

I know my country used to have this problem like 20 years ago but I have avoided watching dubs since then anyway because my English is more than good enough to watch just about any piece of English language media unsubbed, it's also expected here that when you're older than like 10 that you just watch foreign media subbed because dubs are genuinely seen as handicap for kids who have yet to learn how to read fast enough to follow the subs.

The most times I have watched dubs is because I've accidentally come across a dub on TV with no intention of watching it until the end. I did go to a screening of Sonic 3 dubbed by accident because I intended to go to a subbed showing that was at the same and at the same theatre, that's the last time I can remember watching a dub until the end.
