Because it was funny since the Simpsons is a cartoon which functioned of a lower grade level of cartoon logic and every week things returned to the status quo. I mean with the floating timeline Grandpa should be a Vietnam vet and Skinner should have served in Operation Desert Storm or the early War on Terror.

Because I was born in the 80s just before the first shorts aire and it was still acceptable to hit your kids.
I remember there being a wooden spoon my parents used to beat my knuckles with whenever I'd act up
When I drew faces on each side of the spoon my parents asked why
I said "Because this is the bad side of the spoon"

Homer only strangles Bart when he makes him angry. If Homer isn't angry then he's not going to strangle Bart. When he does discipline Bart while not angry he acts like a reasonable parent.
