Yeah, that's what I thought. While I like the idea of the issue, North botches the execution by not utilizing base 12 from the start and just using base 10 with two new numbers thrown in where nobody is going to look too hard, just so that "actually humans used base 12 the whole time" could serve as a reveal instead of something being off from the start. At least everyone having 12 fingers is something that is visible from the beginning if you go and re-check.

12 is used frequently, such as in clocks, because that's the only way you can divide them by 2,3,4 and 6. Romans already divided the day up to 12 hours, and used dividers of 12 in currency and measurement units (both named uncia, where the word ounce comes from). This is something that has been used since antiquity because it makes a fuck ton more sense. Nothing to do with base 10.
