I personally think it was when AT&T killed Turner Broadcasting and made Williams Street report directly to Warner BrosBut the Reddit cartoon became broadly popular around the same time so it might have been multiple factors

Then they would get confused about what they were talking about and start talking over eachother trying to remember or to follow a new train of thought like morons. Frisky Dingo had this, Metalocalypse had this, Space Ghost had this, Lucy Daughter of Devil etc. It was not funny, it was stupid and a waste of damn time. The only shows that didn't have it and didn't suck were Robot Chicken and Venture Bros, which had actual fucking animation. Garbage channel.

Time and Eric shows were about $8k an episode to make so they could bundle it wirh something else, charge advertisers a lot, then pocket the difference. Most cartoon network shows with bad production exist for this reason. It was to rip off advertisers. It had nothing to do with being experimental
