It’s all interesting to me and as far as I know, the show nor any other media explores these questions. I’d read a prequel comic.

They just wanted to establish some kind of rivalry between Splinter and Shredder and that's it. Show was on 10 years and we never learn how Shredder went from replacing Splinter as higher up in the Foot, to hanging out with Krang in the Technodrome and his Foot soldiers were now robots. It just sort of happened in the last couple years and who the hell knows.

Early TMNT has some bizarre worldbuiling. Like in one episode a district of New York is inexplicably post apocalyptic and ruled by a gang of Mad Max bikers. Also there's a functioning nuclear accellerator left unattended in one building for some reason.

In a real world explanation, David Wise hated the mutated rat origin for Splinter, probably was barred from adapting Tang Shen's death due to it being an 80's kid's show, and just didn't bother to elaborate a reason for Oroku Saki to oppose Hamato Yoshi other than his own greed and ambition. The whole point of the feud in the comics was that the original parties were long dead, and it becomes just the brother of the original murdered party and the sons of the pet of the killer taking up the bloodfeud. And then after Shredder died, the foot clan keeps up the feud until Karai(who's unrelated to Shredder in the comics) offers a truce, since Saki's branch of the foot went AWOL anyway. It's basically a sort of riff on the idea of one martial artist seeking revenge for their master being killed or dishonored, but then someone he killed leads to their pupil taking revenge, etc.

What gets me more is that the city seemed to clean up so much the moment Shredder left and came back. The first season establishes New York as a crime ridden mess and then it's just ok for the most part.

Thus begins a partnership of mutual manipulation as Krang schemes on how to get back to Dimension X and retake his conquests, while Shredder continues to fund his "ninja clan" by chasing revenge on past sleights and the occasional heist.

Later seasons he also got back to Dimension X and also never did anything there but constantly open portals to Earth for the occasional turtles revenge plot.

TMNT 87 is so bad at keeping continuity consistent that a couple of times it forgets that Rocksteady and Bebop used to be humans and has them mention that they used to be animals living at the zoo instead.

He just didn't do it at first until he had a body and could be presentable. But by the time he got a body, they had already made enemies out of the turtles who had stopped his plans a few dozen times. Really more of his plans might have worked out of Shredder was not so incredibly insistent on attacking the turtles, kidnapping Splinter and inviting them into the Technodrome to go rescue him.
It's assumed that even if Krang provided the technical knowkedge for the robot soldiers to Shredder, he had to build them himself with some kind of infrastructure he owned. It's the only way their partnership makes any sense, why would Krang need Shredder and pester him to build his robot body if he could produce everything he needed by himself?
