There I make several copies of the linework, I keep the first layer normal, run the blur filter a few times on the second, then blur filter a third heavily. From there I adjust the opacity of the layers until they feel like a good match for the existing image's lines and flatten those three layers into one. Then I do blur filter passes on the color layers as needed if at all before merging it all into a single layer to save.This is also where I add subtitles if I do any since PS is pretty good for that too.
