He's acknowledging in a roundabout way that Kass is remarkably mature and skilled for, what looks like to him, a two or three year old Yinglet female. From dialogue, it's pretty clear that Vizlet is near the end of being fertile, which suggests she's in her late teens. She still thinks of herself as older than Kass, though. I'm waiting for the other shoe to drop when she finds out Kassen is actually older than her by at least half a decade.

I still dont get how they can pronounce words like "see", "excited", "she", "said", "reads", "stuffs", etc, but cant pronounce the word "the", and need to substitute it with "ze" instead. Unless its just an accent, and they can talk in normal english.

Only the long distance from the elders allow Vizlet to have some leeway about how to run her own enclave. So yes, aside from the exiles, every Yinglet is part of the same "nation" and should be treated as compatriots, whether they are from the same enclave or not.
