Same reason The Batman capped out at an embarrassing 700 million. We've already seen this Batman plot several times, the villain isn't terribly exciting or even memetic, so you aren't going to draw a billion+ (and a great Batman reboot would easily break a billion) with the same tired plot and drab villains.

I think studios are under the impression that because Superman is so powerful you need some kind of physically giant thing for him to go up against or some monumentous world ending threat, so they always either have him fighting natural disasters, or have Zod try to take over the world. Superman 3 and 4 tried to go smaller scale but they were just goofy comedies (I mean shit 3 is just a Richard Pryor movie with Superman in it), maybe because they think audiences aren't familiar enough with the rest of his rogues gallery, but if they won't put them in the film, then audiences will never be familiar. There's better known villains like Metallo who would be a perfect villain for a smaller scale Superman movie, he's strong enough to hold his own against Superman, and has the Kryptonite which audiences understand to make Superman vulnerable so it's a threat. Or have Mongul if they wanna take Superman off-world.
