There aren't that many. The Darkforce only has a few known users and most of them aren't nearly as powerful as Cloak and Darkstar. Lightforce users are even rarer.

As far as light-based powers go they could have drafted Invisible Woman and/or Human Torch here too, maybe Dazzler, or even fucking Living Laser if the stakes are high enough for villains to join the common clause
