No, absolutely. Even at the time it was seen as them refinding their footing after a few missteps. 1989-99, or 86-99 according to this link, was commonly called their 'Renaissance' period.

They had a couple of misses but overall they were significantly better. Film in general was just in a better place in the 90s too.
