Would the whole secret identity thing in Marvel and DC be more believable if a goverment agency helped the heroes in keeping their secret, like the Incredibles movies?

Like Howard Mackie and John Byrne put it, secret identities only work when the reader/viewer believes willingly what the writer says in the story, not in real life
