DC would end up way better off.The overall power level in the DCU is higher because the baseline hero is Superman, so everyone has to scale to him in some way. Doesn't mean they have to be able to beat him, but they need to at least be able to contribute to a team that he's on. So the villains have to be more powerful to match.The baseline hero at Marvel is Spider-Man. He's not often an Avenger but he gets teamed up with other heroes more often than anyone, so heroes need to be scaled to the point that Spidey can contribute in a fight. So Marvel villains, on average, are less powerful than DC ones.Basically, the Justice League's job becomes easier and the Avengers' job becomes harder. Also, most X-Men villains would pretty much retire. Most X-villains are either motivated by "I hate mutants" or "I hate that humans oppress mutants." But there are no mutants in the DCU (other than any mutant villains who show up as part of the swap, but that's like 20 people) so that issue vanishes. Magneto would probably retire to a farm somewhere. The Sentinels would have no one to hunt, and so forth. So not only does the DCU get weaker villains, it gets a lot less of them.The biggest issue would be when Galactus inevitably shows up, but the Justice League handled Maggedon and Solaris, who are both of comparable power levels. They'll be fine.tl,dr: Marvel's heroes are fucked, DC's heroes get to play on easy mode.That said, the Joker will survive like a week before Punisher puts a hole in his head.

>>154875009In Marvel top level people tend to leave for space. Usually when someone reaches a Superman-tier level they leave Earth and the more powerful guys become cosmic heroes. In DC they just sort of stick around on Earth and fight street level villains from time to time. The best JLA Equivalent is the Annihilators. In Marvel guys like Captain Atom, Firestorm, or Alan Scott likely would have just moved into space. However with Speedsters and Kryptonians now around on Earth, we might see guys like Blue Marvel and Sentry stepping up to be bigger players. There are more powerful people around on Earth, they just do not do much or become side characters. Also the FF based on New York might be the main team that handles a lot of the more random semi powerful DC villains for a while.

(He also has a boomerang tossing villain)One thing DC does have are a lot of evil genius types that would make for great rivals for the Fantastic Four. T.O. Morrow, Sivana, Lex, Mad Hatter, Egghead, the Brain, they would all be good rivals for Reed. Norman Osborn I can see becoming the big Batman villain, that he could be a rival in business in the working hours of the day as well.
