They were thinking "The Warner execs literally just told us "make batman a child. Kids only want to watch other kids" and we nearly quit.. then we realized well, they DID go to us first, so.. what would our version of that be?"
and it was that the "kid" is an adult high schooler former delinquent, and regular-Bruce still exists but has an excuse as to why he isn't Batman anymore.

it was never about eliminating crime
it was about decorrupting the police. which requires at least some of them to believe they can make a difference. which requires the crime levels to go down a bit.
If a guy with a grappling hook can just swing out into the streets and find crime instantly, there is more crime than the system can handle. By definition.

That's like eliminating street-garbage from India, it's more than 1 man can accomplish in a lifetime. It would take organizations and an iron fist.

Batman IS a failure because his shitty No Killing code enabled criminals long term. And even before Batman Beyond was thought of the episode from Batman TAS with Lock-Up showed the real issues Gotham City has and Batman refused to ever deal with them throughout his entire career as a caped hero. Batman is shit.

Part of growing up is seeing that Batman is an enabler of corruption and crime long term. As such Batman is trash. Terry has a higher success rate because he acts more humane, he's not going to forgive serial killers and if a criminal gets themselves killed oh well that's on them. Bruce is an idiot pile of shit and the fact that his crusade drags kids into fighting criminals with Tim Drake being the most famous victim from this continuity should lead to other characters hating Bruce.

Unless Warner decides to CONSISTENTLY make Bruce act more like in his early era where he kills criminals who deserve it, Batman will always have this image problem.
