The story doesn't really hold up well and just seems like a nostalgia wank now. It was pretty shocking to see a story like this in 1986 but it's pretty tame by modern standards (in fact it was pretty tame by 1989).

It made an impact the first time I read it because it was so unexpected to see all this horrible shit happening with Curt Swan art. It’s certainly nicer to look at than All-Star. But even at the time it was noticeable that Lex Luthor barely does anything.The novelty wears off and the constant death and despair just gets tiresome, especially since it doesn’t fully fit with the happy ending. There are good ideas in it about how to end the classic Silver Age Superman era Moore loved, but I doubt he would have written it this way even a few years later, after he got tired of edgy superhero stories.

Unfortunatelly, despite the faithful art style, the comic is all "I'M GONNA SAVE THE DAY/DEFEAT YOU!", "yes, but THIS is YOUR weakness", "NOOOO", for like half the time while the second half is the same but with better fights until they finally defeat the guy, imo.Though I think the follow up comic they attached afterwards where he goes to space is better, I don't remember reading it properly..

It was inevitable that Superman and other comics would get darker, Moore, despite referencing then-recent events like Brainiac's new robotic body, was still working off Silver Age conventions. Toyman had already been a killer for years by then(having killed the other Toyman seen in superfriends), but the story assumes the position that he's never killed before.
