Earth kingdom shouldn't have had a singular overking. They were doing fine with Omashu, Ba Sing Se should have just been a dominant kingdom. North waterbenders, south waterbenders, island waterbenders and swamp being all their own countries/tribes would have helped to solve the problem of the avatar world feeling 'small' and having only four or five 'kingdoms'. The avatar's overall role should have been more restrictive and non-interferent, the Avatar shouldn't have cared for example if two kingdoms had a petty war.
