The direct and main purpose of things like The Ark is not be an actual "spaceship" but a literal ARK for life, it makes sense it's so big because that thing is meant to be the failsafe and holdout for everyone in the galaxy that survives The Flood
You can pretty much live your life comfortably in a Halo ring as long the flood doesn't break out

The Ark was supposed to be the remote control center and factory for the Halos. The scale is sort of a necessity to the purpose. Also I think the shape is supposed to be evocative of a flower. The image doesn't really convey that the petals curve inward.

The bigger issue with those specific guns is that the whole turrets are mounted on the side of the ship. The logistics of shell and powder handling are based on having a stable gravitational field pointing down, as are the mechanical considerations of how things move. For example, battleship main gun turrets typically aren't solidly connected to the ship, and instead rest in sockets on circular bearings. If the battleship capsizes, they fall out. The gun barrels themselves would probably be salvageable, but pretty much everything else would have to be redesigned for space use.
