definitely the other way around
they wanted to make cool heroes with interesting powers, but artists were too limited. it was the 60s, they had no CONCEPT of making new, original anatomy for things, and they could barely draw animals (MAYBE horses and birds)
everything has to be completely humanlike. they can't keep it consistent otherwise. metal suit guy? has naked human body musculature. monkey mutant? just a thickly muscled human with no shoes on. radioactive anger mutant? regular thickly muscled human with a kinda truncated nose and big upper lip and also he's green (eventually).
they just couldn't do anything else. and every time they try, even into the 2000s, they'd fail at keeping it consistent (look at Cat Beast, or Nocturne)

It used to work okay because they didn't make it 1:1 and because those issues were actually being solved

so it became shit once they were completely solved, in the 90s, and they were like 'but i wanna boohoo more' so they started making it about more objectively wrong lifestyles, instead of inherently neutral things like being born a particular color... and then they tore THAT wound back open because they really REALLY wanted to boohoo more (And profit from it)

The disconnect with the hulk always amused me more than the mutant racism.
The hulk is a big powerful rage "monster" that is just a green human with stereotypical big guy proportions.
In a way, I always felt like that is She-hulk's major flaw as a concept, She incorrectly parodies a parody.

Our fiction (and reality) has gotten to a point that previous fictional worlds look at themselves and notice they're normal by comparison. I'd imagine the kids have little worry about the whole end of the world stuff because they'd have some medium awareness about their role. Valeria is #1 in that regard, especially since her and Doom are OP in an enjoyable way.
