Plenty of cartoons have barefoot characters, even ones that run around barefoot 24/7, not many depict the actual dirt on their feet (if they show their soles at all).Then again ATLA is pretty good about details from what I remember so maybe its just unusual attention to detail that most other cartoons fail to acknowledge due to a lack of care/attention to detail.
